Is a Melbourne airport rail link worth spending $10 billion?

The prospect of Melbourne getting a rail link connecting the airport to the CBD just moved closer to reality, with the Turnbull Government set to allocate $5 billion towards the project in the May Budget. From The ABC:

While the funding announcement is significant, the $5 billion pledged will not be enough to cover the entire cost of the project.
