Why do mutual obligations only apply to households?

In March, the Morrison Government tightened mutual obligations for JobSeeker recipients.

In order to receive a paltry $44 a day, JobSeeker recipients had to apply for 15 jobs a month from 1 April, which was increased to 20 jobs per month from 1 July 2021.

An “employer reporting line” was also implemented, enabling businesses to ‘dob in’ JobSeeker recipients that refuse work.
