Victoria: the homeless capital of Australia

According to the Council to Homeless Persons (CHP), Victoria has the nation’s lowest level of social housing as a proportion of the overall housing stock.
Public housing in Victoria has slumped from a high of around 4% in 1994 to a low of about 2.4% currently. The figure rises to around 2.9% when community housing is included, which is well below the national average of 3.9%.
